Artificial intelligence is now far more than just a technology. As a 'general-purpose technology' that transforms economies, reshapes institutions, and fundamentally changes our social habits, it stands at the center of our lives. Today, competition between countries is no longer determined by natural resources, population, or capital, but by artificial intelligence capacity, data power, and speed of adaptation.

For this reason, measuring Türkiye’s level of artificial intelligence awareness, usage, trust perception, and social impact has become a strategic necessity. This study, conducted by the Artificial Intelligence Policy Association (AIPA) in collaboration with Kuantum Research, emerged precisely from this need.

This report presents Türkiye’s relationship with artificial intelligence in a multidimensional way. The fact that more than half of society uses AI tools in daily life, that young people have adopted this technology as a natural reflex, and that businesses are beginning to see AI not as a competitive advantage but as a 'raison d’être' demonstrates our country's strong potential. On the other hand, growing sensitivities in areas such as ethics, manipulation, security, and privacy also bring the responsibility of developing strong policies.

As AIPA, our priority is for Türkiye to be among the countries that produce, lead, and create global value in the age of artificial intelligence. In this direction, we are continuing our work with determination to support both the development of the ecosystem and data-driven decision-making by policy makers.

I would like to thank the Kuantum Research team for their dedication in preparing this study, all participants who shared their views, and AIPA stakeholders. I believe that the findings will serve as a valuable guide for all institutions and actors shaping Türkiye’s artificial intelligence journey.
