He was born in Ankara in 1955. He graduated from Hacettepe University, Department of Mathematics in 1978.He completed his master's degree in AITIA, Department of Business Administration. He started working as a Programmer at the State Railways Information Technology Center in 1978.Later, he established the Information Technology Center Manager and Deputy Head of the Combat and Electronics Department at the Ministry of Finance and Customs, and established the Combat and Electronics Department at the Undersecretariat of Customs and was appointed as the Head of Department in the same department.Revenue Administration has initiated modernization works.In this context, Customs made significant contributions to the development of the modernization project.He retired from the Undersecretariat of Customs Consultancy in 2009. Rahmi AKTEPE, who was the Chairman of the Board of Directors of the Turkish Informatics Association for 7 terms, served as a Board Member of TBD for 16 years.He established the TOBB Informatics Sector Board and served as the chairman of the same sector board for 8 years.He continued his membership of the AKTEPE Working Group, which made significant contributions to the establishment of the GNAT Information and Information Technology Working Group, for 5 years.AKTEPE, a founding member of the Turkish Informatics Foundation, also served as a Board Member of the Foundation for 10 years.AKTEPE, during the Presidency of TBD, carried out important work on E-Government and E-Turkey, full participation in the 6th Framework program, the Technopark Law, the realization of the 1st and 2nd IT Councils, and served as a member of the E-Transformation Executive Board for 4 years.He served as TOSYÖV General Secretary between 2010 and 2012, and as TOSYÖV Chairman of the Board of Directors between 2012 and 2014.
